Amenities in ...... ?

Please look at this question.

Fairview Hotels has six ____ on the North American mainland and two resorts in Hawaii, and has plans to build one

more hotel in Alaska next year.

(A) amenities (B) locations

The correct answer is (B) locations. Is the reason which the (A) amenities can't be a correct answer for due to the preposition of "on" ? Can't I also put "amenities" there if it is "in",not "on" ?

Thanks in advance.

'Amenities' does not include hotels: an amenity is a jacuzzi, a golf course, or a color TV.

Those, too. And none of them makes sense in the test sentence.
