Ambiguous standalone sentence with the adjective 'dull'

Hi,

There is a standalone sentence, "John is a dull person" [*]

My best guess is that, for a native speaker, this (standalone) sentence just means "John is a boring person" [**] ( rather than "Jonh is a stupid person"[***]).

Or maybe [*] is equally ambiguous for native speakers and English learners? :-)
