Ambiguous answer

Hi, teacher I have a question.

I heard the conversation below in the TV drama 24. I'm very sure I heard it correctly:

President Palmer: I've never given up in to blackmail in my life.

Wayne Palmer:Yes, but considering evrything you're up against we decided....

President Palmer:I decided Wayne. It's my choice.


(President Palmer compromised himself reluctantly by accepting to pay the money to the blackmailer. Wayne Palmer was willing to do it.)

I believe No is what Wayne Palmer was supposed to say there. What's the reason he said Yes do you think?

I don't think Yes as an agreement for negative statements so frequently occurs, does it ?

You are right, to show agreement in response to negative sentences, No is mosty used.

But in the above context, yes also conveys the same meaning and sounds correct to my ear.
