ambiguous?

Hi guys
Just a quick one:

Using data generated by a steam plant, issued as part of the laboratory material, it is required to model the plant using a neural network.

the message i want to get accorss is that the data is issued as part of the lab material, but this looks lik im saying the steam plant is issued as part of the lab material!!!

or it fine...??
perhaps this a better:

Using data generated by a steam plant and issued as part of the laboratory material, it is required to model the plant using a neural network.

The second is better. But why 'it is required'? You might also consider breaking it into two sentences.
