Ambiguity with the word 'last'

When a number is used after last like last 5 innings, last 5 balls does it include the present ball or innings in question?

Likewise, the current year being 2017, 'last year' refers to 2016. What does last 4 year refer to as of today? As far as I know, 'in the last 3 years' includes the present too.
