ambiguity in "the most"

in the question "which country has the most purified gold?" is there an ambiguity?
i think there is:
1) which has (the most purified) gold? say 24 carat gold
2) which country has the largest amount of purified gold in comparison to others?

Am i right? please someone native or native-like help me:)
