Ambiguity by multiple prepositional phrases

A. The interpretation of rulings on race from Bush era

To me, it looks quite confusing what "from Bush era" is connected to.

What do you think "from Bush era" is connected to, given these three options below?

  1. The interpretation.

  2. rulings

  3. Either 1 or 2 according to context

I think that without context, 3 is the right one. Am I right?

And whether I'm right or not, could you make a confusing multiple prepositional phrases example similar to A ?
