Am I using the comma correctly...?

Hi, could someone please tell me which one of the followoing sentences makes the correct use of the comma:

It highlights appropriate strategies that could be implemented in order to regain positive, or counter negative, media coverage.

OR

It highlights appropriate strategies that could be implemented in order to regain positive, or counter negative media coverage.
