Am I clear?

What do you mean by 'if it is.. ' and 'if it was...' doesn't matter? Isn't would supposed to go with if+past simple?

Like:

If I have a millions dollars, I would buy a house.

This sentence is definitely wrong, right? But it is right if I go with the structure of your sentence in your last sentence that begins with 'if it is ....'? I am confused. Please help me clear my confusion. Thank you.

I mean that when you explain the meaning of the word "IF", it doesn't matter what tense goes with it. "IF" means the same thing in all cases. It means you are supposing something, not asserting it.
