With an -ing form:

1) Always being happy is not possible.

With a to form moved to the end of the sentence. In these cases we put "it" at the beginning:

Step 1: To always be happy is not possible.
Step 2: It is not possible to always be happy.

2) It is not possible to always be happy.

With expressions like 'be happy' it sounds more natural to say 'all the time' instead of 'always'.

1) Being happy all the time is not possible.
2) It is not possible to be happy all the time.
