Only clause can follow 'although'. This is what i've known about this word. So, what does 'although the brief' mean???

eg His jacket was ugly although expensive.

I know of no rule that says 'although' must be followed by a clause. Even if there were such a rule, your sentence would not break it; 'although' is followed by the clause that I have underlined.

Incidentally, it's a little tautologous to use 'brief' and 'short' together,
