0 I would say that "regarding" and "in regard to" are as formal as "concerning". Whereas "about" and "on" are less formal. In the context of the sentence though, formal English should be used in, for example, newspaper reporting. However, if it is you who is telling your friend about the council decision, then "about", or "on", are fine. 0-
