alternative constructs

Hi,

(1) All considered functions shall be used at the user's discretion.
(2) All functions considered shall be used at the user's discretion.
(3) All functions to be considered shall be used at the user's discretion.

Is there any noticeable difference between these sentences (assuming they are all correct English) ?

I see no reason for adding the phrase with 'considered' at all, but otherwise, they are right and the same except for potential time-reference differences (i.e. #1 they've been considered while in #3 they haven't yet).

I guess #2 is "very close" to #3? so one can say
"... while in ## 2, 3 they haven't yet"?
