1. Health Education Service has affiliated with the American Society of Medicine to provide training regarding patient safety. This seems OK. My understanding is that the HES is smaller than the ASM.

Health Education Service and the American Society of Medicine have affiliated to provide training regarding patient safety.This is not OK, although iy is said sometimes. 'To affiliate' means to become associated with a larger (or at least more important) organization. This does not make it clear which is smaller and which is larger.

2. The 20th anniversary of the association coincided with the Ramadan. I see no difference in meaning between these two sentences.(We normally just say 'Ramadan', no 'the'.) I think the former may perhaps be said a little more commonly.
