Also vs too

Hi Friends,

John was a victim of online fraud. Jack was also a victim.

John was a victim of online fraud. Jack too was a victim.

I am guessing too has to come after Jack in this case. If it comes at the end of the sentence, it may seem like Jack was a victim of online fraud (among other things). Is my logic correct?
