Hi, it's pretty simple. Most adverbs go where you would put "not", or after "not" if it's already in the sentence. It has been discussed.

Hi,

It has been discussed. It has not been discussed. It has already been discussed. It has not already been discussed. It hasn't already been discussed.

Has it been discussed? Has it not been discussed? Has it already been

already normally goes after the operator* or possibly at the end of the sentence. If there's no operator, it goes just before the verb.

It has already been discussed. It has been discussed already.

* Operators are the modals, forms of be, and forms of do or have when these are not the main verb.

It’s interesting how a simple word can draw such a variety of views. In my opinion, some adverbs, such as “already” can be so flexible that we can place it in different part of the sentence and depending on how and where it’s placed, it can reflect the tone of the question or sentence slightly difffernetly.

Possibilities:

1-Have you finished the report alread

3-Have you finished already the report?

# 3 may not be a common usage, though is still correct.
