allowed or not allowed?

Hi,

I think I got from several posts here the idea that a person cannot put the article "the" in the place indicated then choose to put the name right after, but I think I saw more than enough cases where this has occurred. Is that mean it is OK?

Can you please tell me whether they are acceptable grammatical practices?? I thnhk i am seeing a lot of them being written like that.

e.g.
