Jonathan calls in Clark Kent (Superman) to help him with his car by lifting it
so he can fix the exhaust hanger. After he's done Jonathan says: "That ought to do it.
I'm definitely raising your allowance."
What does that mean? He's raising his pocket money?

Yes. "Allowance" is the American term for pocket money that is paid on a regular basis to a child, with or without "strings attached" (chores completed, grades maintained in school, etc.)
