allow/allowed

(1)food and drinks not allowed.
(2)food and drinks are not allowed.
at the begining,i'm confident that sentence 1 is correct.
but, i saw the sentence 2 appearing in cinema sideboard.
it makes me feel confused.which one is correct?
the word allow in both of the sentences are considered as adj?
