Allocate to, for

Hello,

Are the prepositions 'to' and 'for' used interchangeably with the verb to 'allocate'?


Allocate something (for something)
A large sum has been allocated for buying new books for the library.
or
A large sum has been allocated to buying new books for the library.

Allocate something (to somebody/something)
They intend to allocate more places to mature students this year.

or
They intend to allocate more places for mature students this year.

More resources are being allocated to/for the project.
