allocate something

Hello,
When we allocate something to people/groups/institutions, do we usually give them money, resources, etc? I came across: "Each student is allocated a personal tutor." and "It is not the job of the investigating committee to allocate blame for the disaster to individuals." How do you normally use it? I think that allocate involves distributing something among people, etc.

Those are all possible. Allocate means distribute something by assigning shares of it to individual entities. As you see from your examples, that "something" can be tangible or intangible.

Isn't it a little better to say that each student was assigned a personal tutor? I think it conveys the same idea. This version is probably more informal, though. I am getting the impression we can allocate pretty much anything. I would personally "lay blame" or "blame" someone
