All you can do is?

Do they mean almost or exactly the same?

1) All I can do is dream about it.
2) All I can do is wish for it.
3) You can only dream about it?

Essentially, yes. Obviously you get the mix of 'you' and 'I' but all three are correct and mean that there is little chance of getting whatever it is. There are certainly subtle differences but wishing and dreaming can have a similar effect here.
