All the time / always for an exaggeration

While I searched for usage of always and all the time, I saw this explanation, all the time is an exaggeration ( I think this means all the time is used for an exaggeration, right? ) and then always is not used for an exaggeration? And I think that they are used for the same meaning but sometimes they are not used for the same meaning, right? What do you native English speakers think? Thank you so much as usual in advance.

No, I believe you misread the guideline. The phrase itself is not an exaggerated one, though one may exaggerate with it if 'all the time' is not true. The same holds for 'always'.

If you say the earth is going round the sun all the time, that's a simple truth

In English, you might say your friend is criticising you all the time, but that's probably an exaggeration
