My question is this: choose the coorect answer which completes the sentence

I don't like Tom. He..... about difficulties of life all the time.

A) is complaining B) has been complaining C) has complained D) complained

Which one is correct? I think both B) has been complaining and A is complaning are right.

And so do I. (But I also think that 'has complained' is possible, too.)
