All the nation or the whole nation?

Hi. I get confused as to when to use "all the nation/world" and "the whole nation/world." Please help. I think in some contexts they can be used somewhat interchangeably with no discernable differences. Thank you in advance.

eg,

He gave notice to all the nation (the whole nation).

May there be happiness in all the world (in the whole world).
