All the cars were gone and [silent their horns].

The protagonist is a prince of Amber, has amnesia, but tries to conceal the fact, Now he and his brother, Random, are driving to Amber through several Shadows?the parallel worlds of Amber?from the Earth.

There was godawful live of cars all jammed up, about half a mile before us. They were all standing still and I could hear their horns.
"Slow down," he said. "It's the first obstacle."
I did, and another gust of sand swept over us.
Before I could switch on the lights, it was gone, and I blinked my eyes several times.
All the cars were gone and silent their horns. But the roadway sparkled now as the sidewalks had for a time, and I heard Random damming someone or something under his breath.

I think the underlined phrase should be "their horns (were) silent."
So I was wondering if a complement can be fronted when "be" or "being" is omitted.

It is hard to be certain whether it is a garbled sentence or deliberately poetic (unusual) phrasing. "damming" should be "damning", and "live" in the first line presumably should be "line", so some errors have crept in.
