All the answers are not right.

What does this clause mean? There are now two different opinions on that:

1.None of the answer is right.

2.Some answers are right ,some are wrong.

Although "All the answers are not right" sounds a bit awkward to my ears, #1 is what it means. #2 would be expressed as "Not all of the answers are right".
