All paper money is

In the United States, all paper money is same size and the same color ; only the printing on the bill is different.

A singular verb 'is' comes after 'all paper money' in the above sentence.

I've never seen all + a noun + a singular verb. Is it a very unique case(or exeption) or is it a rule? like there is 8 minutes remaing
