All over the news & all over the Internet

Are the following sentences correct?

1) Harvey Weinstein's alleged sexual misconduct has been all over the news since the scandal broke out.

2) Harvey Weinstein's alleged sexual misconduct has been all over the Internet since the scandal broke out.

Also, is it "broke out" or "came out"?

Finally, how should the sentence(s) read if I want to use "sexual harassment" and retain the expressions "all over the news" and "all over the Internet" in the sentence?
