To me, "it's all academic" seems to describe a more restrained and civilised situation than "it's all over bar the shouting"; one where perhaps there hasn't been such a history of dissent.

Perhaps, "It's all academic now."

"It's all over but the shouting" indicates that some process has taken place, resulting in some resolution. It's been settled.

"It's all academic" can simply describe the nature of the issue/argument.
Eg, "I think the whole thing is semantic."

That's not to say that "It's all academic" isn't sometimes used to indicate
