All of them there?

Hi. If you read the Bible, I think you will see the phrase "the teachers of the law" appear often in the Scripture.

Here, would you say the underlined part says that all the teachers in the world or in the immediate vicinities or town (or what/from where?) were there? Should we apply a common sense here? Then again, I am not sure what a common sense might tell me because I am confused. Help.
