All it remains

Hello,

Is "all it remains" a correct construct? If so, what verb after it? I think both singular and plural might be correct. If possible, please offer few examples.

Thank you. Yes I meant that better.

What if we have a to be verb after "all that remains"? For example: "all that remains is those bags to be packed" or "all that remains are those bags to be packed"? Or any other example. I just want to know what verb-agreement is used for "all that remains", singular or plural.
