"all is not quiet"

"Meanwhile, all is not quiet in the martial arts world."

What does "all is not quiet" mean? Does it imply that there is trouble to come?

Thanks.

Sorry to bother again.

I still have difficulty understanding this phrase.

Would it be safe to substitute "trouble is brewing" instead -- as in "Meanwhile, trouble is brewing in the martial arts world."

I understand the latter one better, but I'm not sure if that changes the original meaning or not.

Thanks again.

Yes, that seems safe—insofar as I know what's happening in the martial arts world...which is zero.
