I hope somebody to answer me. My question is about agreement.
Read the following sentences please. I learned that a pronoun 'all' takes a plural form. But, the followings are followed by singular verbs. Are these right in grammatically?
1. All that's needed now to become a responsible eco-tourist is the desire to enjoy an exotic vacation while being sensitive to the environment.
2. For millions of people who spend their vacations abroad, sightseeing, shopping, and sampling delicious food in lusury hotels is exactly what a vacation should be.
Another question, When you read the coming sentence, what do you think? Is it natural to you English speaking people? To me, a non-native, it sounds strange. Answer me please!!

It can mean 'everything' eg All is well OR 'All the things or people', eg All were surprised.
