All-inclusive group work

I have problem to understand the meaning of word "all-inclusive" in this context:
“We must start working together as a team and spread the culture of all-inclusive group work.”

What is "all-inclusive group work"? What does this sentence mean?

The language is a bit confusing to me. What is the famous Maranello marque?

Are we talking about politics in the Italian government or politics in Grand Prix racing, or politics in the Ferarri Corporation, or politics in the Ferarri racing team?

"The culture" clearly refers to the IDEA of working together as a team.

"Group work" is like "group exercise." We all do it together. "All-inclusive" means "including the monkeys."

Don't leave anyone out just because you don't want to hear their point of view.

Perhaps he believes that if "his" group works this way, the idea will catch on, and the entire government will then be run this way.

Did he say that in English, or in Italian? I only found one equivalent in Italian in the news. There are more results in English.
