This is a very common version:
eg.
All I did was throw my paper at the teacher. (an action in the past)

I can't think of any natural, standard English examples using the present, because "did" sets the action in the past. There may be an odd example showing the effect of a past action in the present, such as "All he did is for naught." But that sounds a bit awkward.

If I were you, I would not get into the habit of saying things like "All I did is". "All I did was" makes a lot more sense.

They are infinitives, and infinitives are verbs.
Note that these non-finite verbs can have objects and adverbs.
