The meaning of "all else fails" have its regular meaning here?

I'm gonna get you into my my own private marketing system that I've created that will brand you, and it'll give you an unfair advantage about building your own team okay. but if all else fails and you can't build a team and you can't sponsor even one single person, you can still build up to a full-time income
