Yes, it comes from college sports and there it means a great athlete. But when someone says "She's an all American girl" I take it to mean a "nice, typical, active, not pretentious, girl". And in Los Angeles the speaker might be talking about a person of Korean or Arme

The term for the college honor is, as Raymond says, "All America" and not "All American". Most people add the "n".
