All about Gerund

1. Do all the verb can take gerund?

2. I know some verb can be followed by either an infintive or a gerund, but sometimes their meanings are not the same.

How can I identify the sentence's meaning are not the same?

3. Is it possible to use gerund in this sentence:

it is quite alarming to learn that about 17%...

to learn -> learning?

I mean is it possible that "to learn" rephrase to "learning"?

Based on your fragmented sentence , To learn - seems to be the preferred and the correct choice.

Although there are always arguements about gerund form over the infintive, we have to make a judgement call sometimes based on how we want to express our point so that our audience can receive ther thought as intended.

The only way I can see clear to reword this sentence to include the gerund "learning," is like this:

It is quite alarming, learning that about 17%...

or you could put the "alarming" portion at the end instead:

Learning that about 17%... [remaining sentence] ... is quite alarming.

However, depending on the length of the sentence and the details it contains, this
