Alienating conditions ?

Hi~ I don’t understand the final sentence in a paragraph below.

What could be the best meaning of “alienating” in this context?

And what could be the best interpretation of the sentence?

My interpretation is this but am not sure, esp. related to the "alienating" part:

According to the CCSS, the school should change the three systems – standard system, pedagogy system, assessment system. And the three systems alienate each other.

Arising in parallel with Race to the Top are the Common Core State Standards (CCSS) that have both content and strategy and include equity goals. How likely is CCSS to make system gains in improving the learning of all students? My answer is, not very likely. Despite some good things within CCSS, it is too unwieldy and too fraught with complexities to make much progress. What is involved is a massive overhaul of standards, pedagogy, and assessment systems, all while operating under alienating conditions.
