Not sure, but an additional factor for the BritE definition is that these are bottled pre-mixed drinks, not ones that someone, or a bar, can make by mixing their own. Examples are: Smirnoff Ice and Reef.

In Canada we can buy 'coolers', premixed sweet summer-style drinks, eg a vodka cooler. There is also a popular lemonade-based drink called 'hard lemonade'.

Yes, it does, although the word has many other meanings so it has to be in the right context to have that particular meaning.

Most notably, it occurs in the phrase 'hard liquor', meaning distilled alcoholic spirits like whiskey, rum, etc.
