Alarm bells ring

His educational master plan to force pupils to learn poetry by heart caused ripples in the poetic pond. It was excellent to have poetry being discussed in the public forum at all, albeit for only half an hour. For a “street urchin” like me, however, alarm bells ring when I hear the peal of conservative policies insisting that all children today should learn exactly what the putty-faced politician learnt at school.

I don't quite understand the above paragraph. I see it as:

1, The new educational policy asks primary school students to learn poetry by heart. The policy caused arguements.

2, The author thinks that to discuss poetry in the public forum is better even if for as short time as half an hour, than to learn poetry by heart for a longer time.

3, I am totally lost at the underlined sentence.
