In the US, with the exception of homes built before the 1960's, most have central air-conditioning which has heating and cooling both. As for automobiles, every car built today has air-cond and heater. In terms of buildings and establishments, when people complained about being too hot because of air-cond is down, air-cond meant "cooling".
