"Somebody with that kind of power and influence to aim so low -- it bothers me."

What does it mean by 'aim so low'?

If you "aim high." you have big hopes, dreams, aspirations, or goals.

If you "aim low," you are not stretching very much. You have small goals.

So this person is disappointed that someone with power and influence chooses not to use these abilities to make big things happen.
