Agriculture vs farming

Hi! I need your help with the following sentence.

>Today, this region's farming communities are still generally lagging behind in agriculture and aquaculture best practices as well as in technology adoption.

Q1 The farming communities are lagging behind in agriculture.
What does this mean? I thought agriculture and farming were kind of the same.
Or maybe the farming communities include fish farms?

Q2 Aquaculture best practices as well as in technology adoption.
I don't understand this "as well as in technology adoption" part.
Does this mean that the region is good in technology adoption as well as the aquaculture (they are good in two separate things), or the aquaculture industry is doing well by adopting new technologies (the two are connected)?

Q3 Overall, I think this sentence is saying that the region's agriculture industry is lagging behind and the aquaculture is doing well. Is that correct?
