agreement of the relative pronoun and its antecedent

hi,
Below are 2 sentences -
1. I,who am the king,will lead you.
2. I am the person who is to blame.

In the 1st sentence,the verb used with the realtive pronoun "who" is "am" which is in agreement with the noun.In the same way,why isnt "am' used in the 2nd sentence instead of "is"?
