Agreement in principle

Hello

What is agreement in principle? Can it be also called a tentative agreement?

I don't think of it as "tentative". To me, it's more of a fairly permanent agreement about the general goal with continued disagreement about the means for reaching the goal, i.e., squabbling about the details.
