agreed-upon year

When we speak of parity payment to farmers, we refer to payments that show an equality to earnings for some agreed-upon year.

I just find the meaning of 'agreed upon' the separated form: constituted or contracted by stipulation or agreement; "stipulatory obligations". But I can't understand how it relates to the sentence? Does it have any other idiomatic meaning?

In your example, it sounds like the two parties are

Such kind of words with hyphens often run into me. How do you guys deal with these words? Would you just suppose the word according to its literal meaning or look it up in the dictionary? Or could you tell me the principles of word-formation?
