HI, I am in the middle of asking questions about this legal document.


I'd greatly appreciate if someone could help me understand the bold style parts.

I know all the meaning of these words, but I don't get the grammatical structure here.


This stipulation is being entered into to facilitate the production, exchange and discovery of documents and information that the parties agree merit confidential treatment.
