Ago-before

Hello,

1. I met Sarah 3 hours ago.

2. I met Sarah 3 hours before.

Are both the sentence are correct?

I was reading a book and it was written that "before" is used in "past prefect" not on simple past.

I could not understand.

Could any one explain it?

'Before' in that sort of structure should refer to a spec
